City of Albuquerque INTEGRATED DEVELOPMENT ORDINANCE (IDO), Part 14-16 of the Revised Ordinances of Albuquerque 1994 - the CURRENT EFFECTIVE version, EFFECTIVE MAY 6, 2026, enacted by Ordinance O-26-10 (adopted April 6, 2026) on top of the 2025 Biennial Update O-26-2 (Council approval February 18, 2026). Every page of the adopted document carries the footer 'EFFECTIVE MAY 2026'. The IDO replaced Albuquerque's previous Euclidean zoning code on May 17, 2018 (IDO 14-16-1-5). PERMISSION MECHANISM (verified against the adopted legend at 14-16-4-1(C), NOT assumed): 'P' = Permissive Primary, 'a primary use allowed by right in that zone district, subject to compliance with any Use-specific Standards referenced in the right-hand column' -> BY-RIGHT (use-specific standards in 14-16-4-3 are ministerial and do NOT make a use conditional, per precedent P3). 'C' = Conditional Primary, 'allowed only after the applicant obtains a Conditional Use Approval pursuant to 14-16-6-6(A)' -> CONDITIONAL. 'CV' = allowed only in a structure vacant 5 or more years AND only after a Conditional Use Approval -> CONDITIONAL. This is Will's DELEGATED RULING of 2026-07-27 (research/authoring-precedents.md, 'Delegated rulings - Jul 27 2026'): "the City's own legend defines CV as a conditional class; we never override a publisher's legend." It SUPERSEDES this table's earlier P1 rounding of CV to prohibited and changes exactly two answers - R-1A/R-1B/R-1C/R-1D commercial (Art gallery 'CV') and NR-BP residential (Dwelling, multi-family 'CV'), both now conditional. A full census of Table 4-2-1 run 2026-07-28 found TEN CV cells in the whole table; the other eight sit in Civic and Institutional rows (Museum, University or college, Religious institution, Elementary or middle school, Vocational school, Sports field, Club or event facility, Farmers' market) or in districts whose family is already by-right, so they move nothing. 'A' = Permissive Accessory and 'CA' = Conditional Accessory - both require an allowed Permissive/Conditional PRIMARY use on the lot [14-16-4-1(C)(3)-(4)], so neither establishes a primary-use entitlement. 'T'/'CT' = temporary use under a Permit - Temporary Use [14-16-4-1(C)(6), 14-16-6-5(D)] - not a primary entitlement. BLANK CELL -> PROHIBITED by the code's own exclusive-permission rule, 14-16-4-1(A)(2): 'A blank cell in Table 4-2-1 specifies that the use is not allowed in that zone district' (precedent P19 - a sourced negative, not an assumption). USE-FAMILY ROSTERS (the authoring convention that compresses Table 4-2-1's 127 use rows into the 3-family tri-state, applied uniformly to every row): RESIDENTIAL = the table's own RESIDENTIAL USES section (Household Living + Group Living). COMMERCIAL = the table's own COMMERCIAL USES section EXCEPT four rows: 'Community garden' and 'Compost facility, small/medium', which are horticultural/waste amenity uses the IDO happens to file under Commercial and which are 'P' in nearly every residential district; and 'Residential community amenity, indoor' and 'Residential community amenity, outdoor', which are 'P' in EVERY residential and Mixed-use column (R-A, R-1, R-MC, R-T, R-ML, R-MH, MX-T, MX-L, MX-M, MX-H) and are amenities internal to a residential development, not a commercial pathway. Counting any of the four would make every residential district read 'commercial by-right'. The amenity pair was found and excluded on the 2026-07-28 P32/P33 compliance sweep (the original note recorded only the first two exclusions although the authored answers already reflected all four); it is a CONFIRMING INSTANCE of precedent P32 and it is LOAD-BEARING - counting it would flip R-1A/R-1B/R-1C/R-1D and R-MC commercial to by-right across 7,386 of the city's 16,079 mapped polygons. INDUSTRIAL = the table's own INDUSTRIAL USES section EXCEPT its 'Telecommunications, Towers, and Utilities' sub-group (drainage facility, electric utility, Energy Storage System, major utility, solar/wind energy generation, and the WTF rows). That exclusion is grounded in the IDO's own sub-categorisation - 14-16-2-4(E)(3)(c)(2)(a) refers to 'any use in the Telecommunications, Towers, and Utilities category in Table 4-2-1' as a distinct category - and is necessary because those rows are 'P' in EVERY district including R-1, so counting them would make all 28 districts industrial by-right. CIVIC AND INSTITUTIONAL USES inform category only, never the tri-state. Cited-evidence only: a district with no representable use column (NR-SU, NR-PO-D, PC, PD, UNCL) is authored honest-null with confidence low, never guessed. NO NEW MEXICO STATE-LAW PREEMPTION LAYER IS AUTHORED OR APPLIED: no state-laws/new-mexico.json exists and none is being written in this lane (precedent P21), so this table records the pre-state-law standard case only. Bernalillo County FIPS 35001; the city place name is 'Albuquerque city'. Unincorporated Bernalillo County is zoned by the COUNTY, not by the IDO, and is out of scope for this table.

The 2026-07-27 QA finding that 'Dwelling, multi-family is CV in NR-C' is WRONG on two independent sources: in the adopted PDF that CV cell sits in the NR-BP column, and in the City's own AllowableUses-NR-BP.pdf the multi-family row's CV mark is at x=386.9 against a NR-BP column header at x=385.1 and a NR-C header at x=366.3 (18.8pt column pitch, uniform +4.6pt mark offset) - unambiguously NR-BP. NR-C carries no primary residential cell at all; its only residential-shaped cell is Dwelling, live-work 'CA'. The NR-C row's stated basis therefore stands unchanged. (d) DEAD LINK RE-CONFIRMED. AllowableUses-R-1C.pdf still returns HTTP 404 (checked 2026-07-28); no citation in this table depends on it - R-1C is grounded on the adopted Table 4-2-1 R-1 column, and the City's layer also lists AllowableUses-R-1.pdf for that district. (e) DETROIT-PRECEDENT / MAP-DISCLAIMER CHECK. 14-16-1-6 (Official Zoning Map) was read verbatim in the adopted PDF this pass: it is exactly two subsections - 1-6(A) applies district standards to the areas shown on the Official Zoning Map, and 1-6(B) incorporates the Map and states it 'is maintained in electronic form by the City Planning Department'.
