City of Atlanta Code of Ordinances, Part III (Land Development Code), Part 16 (Zoning). Atlanta is a listed-use (Euclidean) model: each district is a numbered chapter (Ch. 16-03 R-1 through Ch. 16-17 I-2, plus the Quality-of-Life chapters 16-33 LW, 16-34 MRC, 16-35 MR and 16-16A I-MIX) with its own '.003 Permitted principal uses and structures' section; a use absent from a district's permitted-principal list is prohibited there as a principal use, and a '.005 Special permits' section supplies the discretionary (conditional) pathway.
