The City of Carrollton, Texas (spanning Dallas, Denton, and Collin Counties) regulates land use through its Comprehensive Zoning Ordinance — originally Ordinance No. 1470 (adopted May 23, 1962), as amended (e.g., Ord. Nos. 3871, 4066) — which is adopted by reference into the Code of Ordinances Chapter 153 (Zoning Ordinance), §153.01, and administered by the Planning & Zoning Department. The Comprehensive Zoning Ordinance ("CZO," updated April 2026) is a standalone document organized into Roman-numeral Articles; permitted uses for EVERY district are governed by a single citywide Land Use Matrix in Article V ("Use of Land and Structures"), Section C, using the legend: • = Permitted by-right, S = Special Use Permit required (conditional), SDP = Special Development Plan required, blank/[ ] = Prohibited, plus A (accessory), Im (interim), T (temporary), _C (conditional per Art. XX.1). Article XIII formerly held the (NS) Neighborhood Service District (repealed 2022, not in the live layer); Article XXXIV holds definitions; Articles XXI/XXXI cover SUP conditions and district-boundary/map amendments; Articles 24–25 cover landscaping and parking. The code text is hosted on General Code's eCode360 (ecode360.com/45839774) and the CZO PDF on the city website, but both were bot-blocked (Cloudflare / Akamai) during authoring; grounding was therefore taken from the city's own adopted amendment ordinances and Planning & Zoning staff reports on the city's Granicus records portal, which reproduce the Article V Use Matrix (columns, legend) and quote verbatim official district names.

How to read the permissions

By right — allowed without discretionary approval. Conditional use — allowed only with a specific approval. Not permitted — not allowed as a primary use. Not resolved — the ordinance does not settle it in a way we would state as fact.
