Codes validated 2026-07-12 against the live City zoning layer (ZONE_CLASS: 1,522 distinct codes over 14,905 polygons): all 84 non-PD live codes are authored; the remaining ~1,437 distinct codes are parcel-specific 'PD n' planned developments (1,451 polygons, 9.7% of the layer) that resolve honest-null BY POLICY — the governing document is each PD's own ordinance (layer fields PD_NUM/ORDINANCE_NUM/CLERK_URL point at it). PMD rows are use-table-grounded (residential prohibited, industrial by right) but commercial is null BY FINDING (size-capped incidental cells varying by subarea A/B, which ZONE_CLASS does not carry). Aldermanic prerogative — the council's customary deference to the local alderman on rezonings — is a PROCESS reality in Chicago; it does not change the published use tables and is deliberately NOT encoded here (the table encodes the ordinance, not politics). NO Illinois state-law preemption layer exists in plat_core/state-laws/ (none authored — its absence is a finding; the Texas layer must never be applied to Illinois blocks).

By right — allowed without discretionary approval. Conditional use — allowed only with a specific approval. Not permitted — not allowed as a primary use. Not resolved — the ordinance does not settle it in a way we would state as fact.
These describe the district. A specific parcel can also be affected by overlays, corridors, flood zones and site conditions.
