Zoning in Garland, Texas is governed by the Garland Development Code (GDC), the city's unified development ordinance. Base zoning districts and their permitted uses live in GDC Chapter 2 (Zoning Regulations): district purpose statements and dimensional standards are in Chapter 2 Divisions 2–4 (§ 2.35 Agricultural through § 2.49 Urban/Mixed-Use), and allowed uses are set by the Land Use Matrix in Chapter 2, Article 5 (Use Regulations), §§ 2.51–2.52. A general rule in Article 5 provides that residential dwellings are not permitted in a nonresidential district unless specifically listed as an allowed use in the matrix, and nonresidential main uses are not permitted in residential districts. The Downtown (DT) district is a separate form-based code in GDC Chapter 7, with its own Table 7-1 Land Use Matrix and sub-districts (Downtown Historic, Downtown Square, Uptown, InTown Residential, Suburban Corridor). Planned Development (PD) districts are separately adopted, site-specific ordinances layered over a referenced base district. How to read the permissions

By right — allowed without discretionary approval. Conditional use — allowed only with a specific approval. Not permitted — not allowed as a primary use. Not resolved — the ordinance does not settle it in a way we would state as fact.
