Nashville, TN zoning districts

91 districts, 91 with a written citation. Each row says what the district permits by primary use.

Metropolitan Government of Nashville and Davidson County — Title 17 Zoning (Metro Code), a CONSOLIDATED city-county code covering Davidson County EXCEPT the independent satellite cities. Title 17 is a listed-use (Euclidean) model with a hybrid apparatus: traditional base districts (AG/AR2A agricultural; RS single-family; R one/two-family; RM multifamily; MHP; ON/OL/OG office; OR20/OR40/ORI office-residential; CN/CL/CS/CA/CF commercial; SCN/SCC/SCR shopping-center; MUN/MUL/MUG/MUI mixed-use; IWD/IR/IG industrial) PLUS two non-Euclidean layers authored honest-null: the form-based Downtown Code (DTC, Ch. 17.37) and the plan-governed Specific Plan district (SP, Ch. 17.40). Permission mechanism: permitted primary use = by-right (administrative); a use absent from a district column is prohibited there (Title 17 listed-use catch-all, P19); the discretionary hearing pathway maps to conditional (none authored by-right→conditional in this base pass). Base district codes validated 2026-07-14 against the live Metro zoning layer (maps.nashville.gov Zoning_Landuse/Zoning MapServer layer 14, field ZONE_DESC; 91 distinct values). Cited-evidence only (June 12 ruling): districts whose primary-use classification cannot be grounded in a retrievable Title 17 source resolve honest-null (permissions null, low confidence, bespoke-district-review-required), never guessed — this covers DTC (form-based), SP (plan-governed), the legacy I district, and the Satellite City marker (out of Metro jurisdiction, P27).

How to read the permissions

By right — allowed without discretionary approval. Conditional use — allowed only with a specific approval. Not permitted — not allowed as a primary use. Not resolved — the ordinance does not settle it in a way we would state as fact.

These describe the district. A specific parcel can also be affected by overlays, corridors, flood zones and site conditions.

DTC
Downtown Code
commercial core
Lower confidence — verify against the ordinance before relying on it.
Not resolved Not resolved Not resolved
Title 17 Sec. 17.08.020 + Ch. 17.37 (DTC): 'Downtown Code zoning district found only in Downtown Nashville, intended for a broad range of residential and non-residential activities' — a FORM-BASED code whose permitted uses derive from a building-form/subdistrict table across 15 named subdistricts (Core, SoBro, Gulch, East Bank, etc.), which the single live 'DTC' base code cannot resolve to. Per-use tri-state not represented in the 3-family model without misleading → honest-null BY FINDING (permissions null, low confidence, downtown-form-based-code + bespoke-review), category commercial-core provisional. See OQ-1.
I
Industrial (legacy district)
industrial heavy
Lower confidence — verify against the ordinance before relying on it.
Not resolved Not resolved Not resolved
Live Metro zoning layer ZONE_DESC='I' — a residual legacy 'Industrial' district not among the current Title 17 IWD/IR/IG industrial districts in the official classifications. Its exact permitted-use set is governed by the legacy provision and is not resolvable to a confident tri-state from the code alone → honest-null BY FINDING (permissions null, low confidence, route to review), category industrial-heavy provisional. Do not assume it equals a current industrial district.

Title 17 Ch. 17.40 (SP Specific Plan): a plan-governed district whose permitted uses, density and form are fixed by the site-specific SP ordinance adopted for each parcel — not classifiable from the base code alone. Honest-null BY POLICY (category special, permissions null, low confidence, bespoke-review), consistent with the confirmed standing policy for plan-governed districts (Denver Ch59, Atlanta SPI). Per-SP ordinance ingestion is a separate future product, not part of table authoring (P11).

Live Metro zoning layer ZONE_DESC='Satellite City' — the parcel lies within one of Davidson County's independent satellite/incorporated cities (e.g. Belle Meade, Berry Hill, Forest Hills, Oak Hill, Goodlettsville, Ridgetop, Lakewood), which zone under their OWN codes, NOT Metro Title 17. The Metro Zoning layer explicitly excludes satellite-city areas and marks them with this placeholder. No Metro base district applies → honest-null (category special, permissions null, low confidence, route to review) — a determinate 'this parcel is zoned by another jurisdiction, not covered here' answer, NOT an assertion of Metro rights and NOT 'unzoned' (it IS zoned, elsewhere). Place-gating precedent P27. See OQ-4.
