Zoning in New Braunfels, Texas is governed by Chapter 144 (ZONING) of the municipal Code of Ordinances (Ch. 144 repealed and reenacted in its entirety by Ord. No. 2012-49, adopted Sept. 10, 2012; codified through Ord. No. 2026-26, April 13, 2026, Supp. No. 36, Update 3). Article III (Zoning Districts) creates the base districts: Sec. 144-3.3 governs property zoned prior to June 22, 1987 (R-1, R-2, R-3, B-1, TH, ZH, C-1, C-2, C-3, C-4, M-1, M-2) and Sec. 144-3.4 governs property zoned subsequent to June 22, 1987 (APD, the R-1A-* single-family lot-size tiers, R-2A, R-3L, R-3H, B-1A, B-1B, TH-A, ZH-A, MU-A, MU-B, C-1A, C-1B, C-2A, C-4A, C-4B, CO, M-1A, M-2A); Sec. 144-3.5 creates the free-standing Planned Development (PD) district; Sec. 144-3.8 creates the mapped Special Districts (SND-1, Gruene Lake Village, ADSD Advantage Drive, Walnut Neighborhood, and Wurstfest/WSD). Article IV (Use Regulations), Sec. 144-4.2 Land Use Matrix, is the master permitted-use table: for each of 357 land-use rows and 36 district columns a 'P' means permitted by right and a blank means prohibited; the NOTE permits a special use permit application for any use not permitted in a district except PD. Per the authoring brief, Texas SB 840 residential-in-commercial preemption is applied at the SCORER layer and is deliberately NOT baked into this table — commercial/industrial residential permissions here reflect only what Sec. 144-4.2 grants by right.
