Phoenix Zoning Ordinance (Phoenix City Code, Zoning Ordinance, Chapter 6 Zoning Districts). First non-Texas full-tier city. Base-district permitted-use interpretation authored from the published ordinance text: the §608.D Residential Districts Land Use Matrix (as amended by Z-TA-1-25-Y, adopted 2025, and codified through Ord. G-7446, Jan 2026), the per-district permitted-use sections (§§603-649), and the §600.A exclusive-permission rule ('Any use that is not specifically permitted or analogous to those specifically permitted is hereby declared to be a prohibited use and unlawful'), which grounds every 'prohibited' cell. District codes validated 2026-07-12 against the live City zoning layer (field ZONING, 74 distinct codes; maps.phoenix.gov Public/Zoning MapServer layer 0). Cited-evidence only: districts whose permitted-use classification could not be grounded in retrievable ordinance text are honest-null (confidence low), never guessed. The 17 live DTC-* codes (Downtown Code character areas, Chapter 12 form-based) are AUTHORED from the Chapter 12 §1203.C Land Use Matrix (Downtown Code) — the columnar use table listing each of the 15 character areas against every use with key p/pc/up/sp/np (§1203.A: any use not listed is not permitted). Dwelling Unit, Multi-Family is 'p' in all 15 character areas, so residential resolves BY-RIGHT across downtown; commercial and industrial tri-states are read per character area from the anchor use rows (office/retail/restaurant/hotel for commercial; the six manufacturing/industrial rows for industrial).
