Zoning in Plano, Texas is governed by the City of Plano Comprehensive Zoning Ordinance (Ord. No. 2015-5-2, adopted 2015 and amended through the September 1, 2025 consolidation), which is the current codification of the city's zoning regulations and is also carried in the municipal Code of Ordinances as Appendix A - Zoning (Municode). The ordinance is organized in divisions: Division 2 (Zoning Districts) contains Article 9 Residential Districts (Sec. 9.200-9.1700: A, ED, SF-20, SF-9, SF-7, SF-6, UR, PH, SF-A, 2F, GR, MF-1, MF-2, MF-3, MH, RCD), Article 10 Nonresidential Districts (Sec. 10.200-10.1600: O-1, O-2, R, LC, CC, UMU, BG, CB-1, CE, RC, RE, RT, LI-1, LI-2, NBD), Article 11 Overlay Districts (incl. Sec. 11.900 Planned Residential Development / PRD), and Article 12 Planned Development District. Division 3 (Uses) contains Article 14 Allowed Uses and Use Classifications, whose two master matrices - Sec. 14.100 Residential Districts Use Table and Sec. 14.200 Nonresidential Districts Use Table - assign every use type a P (permitted by right), S (permitted with a specific use permit), R (permitted subject to Residential Adjacency Standards), or blank (prohibited) in each district column. Notably, ZC2025-007 (Ord. No. 2025-8-13, 2025) added "Multifamily and mixed-use residential are permitted where required by state law" to the nonresidential districts, implementing Texas SB 840's residential-in-commercial preemption. By right — allowed without discretionary approval. Conditional use — allowed only with a specific approval. Not permitted — not allowed as a primary use. Not resolved — the ordinance does not settle it in a way we would state as fact.
