Zoning in Rockwall, Texas is governed by the City of Rockwall Unified Development Code (UDC), adopted by Ord. No. 20-02 (February 3, 2020, Case Z2019-028) as a full replacement of the prior UDC and amended through Ord. No. 26-06 (March 2, 2026, Case Z2026-001). Base districts are established in Article 05, District Development Standards (Sec. 02 Agricultural, Sec. 03 Residential, Sec. 04 Commercial, Sec. 05 Industrial, Sec. 06 Overlay). Allowed uses are set by ONE city-wide matrix: Article 04, Permissible Uses, Section 01 Land Use Schedule, whose legend (Subsec. 01.01) has SIX entries, printed verbatim as: a blank cell = 'Land Use NOT Permitted OR for Overlay Districts Refer to Base Zoning District'; 'P' = 'Land Use Permitted By-Right'; a second, typographically-distinct 'P' = 'Land Use Permitted with Conditions'; 'S' = 'Land Use Permitted Specific Use Permit (SUP)'; 'X' = 'Land Use Prohibited by Overlay District'; and 'A' = 'Land Use Permitted as an Accessory Use'. Only 'P' and 'S' create a principal-use pathway and only those two are read as permissions here. The two P variants differ only in whether Subsec. 02.03's conditional-use standards attach; both are permitted by right as a principal use, and the distinction is carried by typography that text extraction cannot recover, so both are authored 'by-right' (the conditional-use standards are development standards, not a discretionary approval). 'A' is an ACCESSORY use and never establishes a use family on its own — e.g. a Health Club or Gym is 'A' in MF-14 and a Catering Service is 'A' in DT, and neither makes those districts commercial by-right. 'X' appears in the overlay columns only and in no base-district column, which is why the overlays table can stay empty without losing a negative. That legend is the code's own exclusive-permission rule, so a prohibited cell in this table is a SOURCED negative, not an absence of evidence (precedent P19). Specific Use Permits are discretionary (Art. 11 public-hearing procedure) and map to 'conditional' (precedent P3). Cited-evidence only: the Planned Development districts (Art. 10) and the GIS-only 'CEM' designation carry no city-wide use column, so they resolve honest-null — permissions null, low confidence, bespoke-district-review-required — never a guess. Overlay districts (Historic, North Goliad Corridor, Southside Residential, IH-30, SH-205, Scenic, SH-66, FM-549, SH-276, Airport, Lake Ray Hubbard Takeline) ride separate designations and the base zoning district governs use where the overlay is silent (Land Use Schedule legend); they are not embedded in the live code string and no overlay algebra is authored (precedent P13).
