Town of Taos, New Mexico (Taos County, FIPS 35055; Census incorporated place 'Taos town'). Zoning is the TOWN OF TAOS LAND USE DEVELOPMENT CODE, TITLE 16, and specifically CHAPTER 16.16 ZONING REGULATIONS -- a conventional EUCLIDEAN LISTED-USE code for its base zones, with a form-based TRANSECT district (16.16.230 TND) grafted on. Each base zone has its own section carrying 'Permitted principal uses', 'Permitted accessory uses' and 'Conditional uses' lists. PERMISSION MECHANISM, read from the code and not assumed: 16.16.010.2(B) provides that 'Land may be used or developed in a given zone only for those uses which are specifically listed for that zone as permitted uses, or as specially or conditionally permitted', and 16.16.010.4(A) supplies the express catch-all -- 'If a use is not specifically listed in the provisions of this chapter as permitted, or is not permitted by the issuance of either a conditional use permit or special use permit, then such a use is hereby expressly prohibited.' Permitted principal use -> by-right; conditional use -> conditional; unlisted -> prohibited on that clause's own authority. For the TND transect zones the equivalent grid is 16.16.230.11 TABLE 10, whose own legend reads 'R By right' / 'C By conditional use permit', with intensity bands in TABLE 8. *** THE LAYER IS COUNTY-WIDE. This is the single most important fact about this table. The Land Use Zones service carries polygons for land the Town does not zone -- COUNTY, PUEBLO (Taos Pueblo), PICURIS (Picuris Pueblo), QUESTA, RED RIVER, TSV (Taos Ski Valley), BLM and FOREST. Those eight are authored as EXPLICIT honest-null rows naming the responsible authority, never as Town districts, and they are exactly the eight ZONE_1 values carrying no eCode360 citation hyperlink in the Town's own GIS. Home occupations are likewise accessory to a dwelling (16.20.070) and never raise the commercial axis. CIVIC, INSTITUTIONAL and PUBLIC-UTILITY uses (religious assembly, schools, fire and police stations, electric substations, wireless transmitters, playgrounds, bus shelters) inform category only and set no tri-state -- notably, an electric substation is utility infrastructure and is NOT read as an industrial entitlement in the transect zones. AFFORDABLE HOUSING, NOT MODELLED AS A TRI-STATE: 16.16.010.2(C) permits town-SPONSORED and town-APPROVED affordable housing in all zones except R-1, RA, RA-6, RA-10, RA-20 and ARO, by right up to R-14-equivalent density. Because that entitlement runs only to projects the town itself sponsors and approves, it is not a general by-right residential permission for an ordinary applicant and is deliberately NOT used to raise any district's residential axis; it is recorded here so the omission is visible rather than silent. OVERLAYS ARE REAL BUT UNMODELLED: 16.16.180 RHL, 16.16.190 PUD, 16.16.195 short term rental, 16.16.200 NPDO, 16.16.205 hotel, 16.16.210 SU special uses, 16.16.220 HOZ historic and 16.16.225 medical cannabis all exist as overlay zones, and NONE of them appears in the ZONE_1 string -- they ride separate layers -- so the overlays table is INTENTIONALLY EMPTY (P13) and invariant I7 is vacuous. The historic overlay in particular is very likely to apply in the CBD around Taos Plaza, and that is carried as a per-row caveat rather than silently ignored. The layer also carries unmodelled 'PUD' (16 features) and 'SU' (1 feature) attribute columns which do NOT appear in ZONE_1 and therefore never reach the resolver. USE-ONLY TABLE: no numeric envelope (height, setback, lot size, density) is authored even though each section's 'Development standards' supplies one -- the frozen Santa Fe/Fort Worth/Dallas posture (P22); density caps quoted in citations appear only where they qualify the residential entitlement itself. NO NEW MEXICO STATE-LAW PREEMPTION LAYER EXISTS AND NONE IS AUTHORED (P21). 16.16.010.1 provides that 'Split zoned parcels shall not be permitted', which is why a single point-in-polygon read is a sound basis for a district answer here.
